I’m using Android, and have the following notification types, all of which can be enabled and disabled. They can all have independent notification sounds and other customisation options.
I have the following options:

Including General notification and onward, all have many individual customisation options. If you tap the item itself, rather than the on/off toggle, you will see additional options, such as importance, the sound itself and vibrate, but there are others.
As you can see there is no option for manual arm/disarm notification, only scheduled. There is also no option to change these settings per camera. These are all system wide options, found under ‘Main menu/Manage Account/Notifications’.
Personally, I would have no need for notification of manual arm/disarm, I am the only user, but I can see why this could be important, in cases where there are multiple users with access to the same account.
So, to answer your first question rondavis1227, no you are not supposed to get a notification, for a manual arm disarm. Presumably because they think you will already know you’ve done it, and from this and other things, it seems obvious Blink originally intended the system to be for a single mobile user.
To answer you second question, the on/off option is to allow you to toggle the notifications off, so that you will not be disturbed by them, for whatever reason, but the system remains armed, and will continue to record events, as required.
If you disarm the system, to stop notifications, there would be no recording events to be notified of.
